PCIe SATA III Controller Card Recommendation

Based on your problems with low-bandwidth/high-iops reads & writes on multiple PCIe raid cards, it really does sound like you are dealing with a PCI bus contention issue.

Could you try running this tool while a benchmark is in progres:
DFI Latency Checker

While my SSD was connected to the mobo's built-in SATA II controller, I tried the DFC Latency Checker while and ran AS SSD Benchmark. There were no issues!! The maximum latency that it reached was about 126us which is in the green zone!.

You need to do that bench while the SSD is connected to your raid card (as I understand it, the built-in SATA controller is working fine but the RAID card is giving you weird/odd performance - normalish for low IOPS, then absurdly slow for high IOPS).

If that shows everything is OK, try setting the PCI Latency Timer to the min value (I think 32) then the max value (I think 256) and see if that makes a difference in performance. It may be that the RAID card either isn't getting enough continuous bus time to do its thing (timer too small) or that the time between sessions is so long that the drive spends time sitting idle (timer too large).

Got it! Thanks. I will post the results.
