PC no boot (no post)

I was adding some cooling to my PC today and after I finished my PC wouldn't boot. There isn't even any POST code. I changed one of the fans in my PSU so I figured I killed it so I tried another new PSU and the same thing happens... nothing. Should resetting the CMOS work? Is there anything else to do? (it is plugged in)
 
I fixed it. I didn't even have to reset the CMOS. I removed everything and put it all back together. I'm assuming the motherboard was touching the tray.
