PC Hangs at "Detecting IDE Devices"

Recently, my PC has been randomly hanging at startup. At first, I thought it might be a memory problem, as it did it right after it autodetected the memory settings. However, after getting a gig of PC-3200, it's still hanging. Basically, during bootup it autodetects the memory, and a message comes up saying "Detecting IDE Devices." On a normal startup, it finds the 200 gig HDD and DVD-RW drive, and that's that. Now, it seems like every other time I restart it hangs at that message. Now, it is NOT due to either drive, as I swapped both out with other drives and it still occured. And yes, I did check to see whether there was a BIOS update or not, and I'm running the latest official BIOS.

Here are my specs:

Shuttle SN85G4 version 3
Athlon 64 3000+ Newcastle
2x512 MB PC-3200 Mushkin RAM (which I'm still trying to get to run stable at CAS 2.5 1T, but that's another story)
Plextor PX-712A DVD-RW
Maxtor DiamondMax 10 200 GB PATA HDD
240W PSU that came with the Shuttle (which puts out as much amperage on the +12V line as my fileserver's 450W)

is there jumper settings on those drives?

not used to pata/sata cause i don't have them but yet i have seen this many times being

either a jumper setting

or possibly just a bad data cable...

have you tried replacing the cable?

If you swaped both drives out and cables I would say bad ide ports.

I've seen this message many a time before and every time it's been a bad drive or cable.

Try one device per channel, and only have one device plugged in at a time.

Swap cables with a know working one.

Make sure your jumpers are correct. Also try messing with setting it to cable select.

Reflash your BIOS even if it's the same version.

Run memtest overnight.

Try different PSU.

RMA motherboard.
