I think that review sites should focus on min fps rather than avg. fps.
ie. nobody cares that a 9600SE can get a max framerate of 70fps in Halo when walking down an empty corridor; the only thing that's important is the min fps when your in battles. The avg framerate skews the accuracy of results by including both the framerates from heavy battles as well as the framerates from the empty corridors. [H]ardOCP is definitely on the right track by including min fps in their reviews.
