OWA login issues in Exchange 2000

I setup 2 users; but when I go to login using there login name, password and domain - it doesn't work.

When I try to login; with the proper username and password; it shows the dialog box again; giving me the notion that something isn't right.

After a few attemps, it shows: HTTP/1.1 401 Unauthorized

OR

Error: Access is Denied.

It does work with my Administrator account.

IIS works, no major issues - so it has to deal with a setting on those users.

Any idea?
