With an ATi Radeon 9600 SE and a generic Dell Dimension 4550 PSU, how high should I overclock my card?
 
It depends with each card. Download software (like Rage3D Tweak and increase the timings by 10mhz, play a game or run a video benchmark (to ensure there is no artifacts or doesn't crash) and repeat. You might want to go with an aftermarket cooler for better results.
