In short - enable activesync settings on the account within active directory (done via Exchange Server, so Exchange admin permissions are obviously required), then configure and test the device, as per the article.

It's should be straightforward assuming the device supports Exchange Server accounts - which it should.
Look up detailed articles on google if you need a step by step guide...there's a heap of articles and info out there.
 
If you want to sync Outlook calendar with Android, you don't need to use Outlook app. Try syncing with native Android calendar app as this is more user-friendly way to work with calendar.
To do this, you have at least 3 options:
  • Using Smart Switch - http://www.samsung.com/us/smart-switch/
    This is a native Samsung's software that can transfer media files and sync Outlook data with smartphones. The best thing about Smart Switch is that it's free and the worst is that it often duplicates data and works when it wants, not when you need it.
  • Using Akruto - http://www.akruto.com
    Akruto is a 3-rd party software for syncing smartphones with Outlook. It works with all past and current calendar events and uses Exchange ActiveSync technology. The best thing here is that it works with no issues and transfers everything perfectly. The bad thing is that it's a paid software that costs $39/99 or $2.99/mo (which, in the other had, is very affordable). I've migrated to it from the Outlook.com cloud, which is one of the options as well.
  • Outlook.com cloud - https://www.microsoft.com/en-us/outlook-com/
    This is another option in your situation that is cloud-based solution. It also works with native calendar apps of your phone and works perfectly for those okay with storing their data in the cloud.
