OpenBSD and rdr trouble

I would like to redirect outside traffic on port 80 to a server on my DMZ. The server is on 192.168.1.5, and the router is 192.168.1.1.

Here's the line:
rdr on $ext proto tcp from any to any port 80 -> 192.168.1.5

yet I get no access from the outside world. going to 192.168.1.5 from the internal network works great.
