Old CD Drive Problem! Help

In my old comp which I was fixing up the cd drive keeps spinning up and then stopping. Which makes it impossible to read cds and its annoying. Soon as I power up the comp it starts spinning up and then stops non stop.

PLEASE HELP!!!!
