Offset Help In Bios

So I'm messing around with a negative offset since the cpu gets more voltage than it needs and I have the multi set so the cpu will run at 4500mhz. I am currently using a negative offset of .070 which shows as red in my asus bios, is this a concern? I am thinking the red, which starts at .065 is only a concern if the offset is set to positive, since decreasing voltage will not kill a cpu. Is this correct? Seems strange that trying to lower my cpu voltage and using such a high offset would be bad. I am frankly surprised I have to use such a high offset but it's working with no problem so far.

This is my second i5 since my mobo took out my last chip which seemed to be a good overclocker which only used about 1.270 at 4500, but this one needs around 1.295 or so. I suppose it's not that bad compared to my last chip.

Also, my idle is currently at 0.944v.
