odd CD-ROM issues...

My sis has a Toshiba laptop...a DVD ROM...it plays DVD's just fine, yet there is an ever-so-slight video skip during playback. This isn't a disc issue - all DVD's do this. It's kinda hard to troubleshoot when it's not "broken"...any ideas?
