Posting for my friend:
NVIDIA Component Overscan on a 480i SDTV, Nvidia's settings allow me to fix the overscan BUT while changing the overscan size my screen resolution also changes, because of that I cannot play any games on my TV. I'm trying for 640x480 resolution with no overscan.

From what he told me on TeamSpeak -- If he sets the resolution to 640x480, it sets it fine, but there's overscan. The corners stretched outside the edges and he cannot see them. He's trying to fix this with nVidia's Control Panel, but so far, no luck.
His Computer Specs:
OS: Windows 7 / Windows XP
CPU: Intel Core 2 Quad Q6600 (OC'd to 3.0 GHz)
RAM: 4GB DDR2 1066 2GBx2
Video: GeForce GTX 260 Core 216 (OC'd Core: 650 | Memory: 1100)
