I had this problem with my computer registering my keyboard and mouse everytime I would restart. I would restart and it would register the keyboard and mouse so i would restart with the restart button and it would load and everything would be fine. then i would restart again and it would do the same thing. i would have to restart 2 times before it would register the keyboard and mouse. i got tired of doing this so i formatted. and today and yesterday I was updating my computer. It would tell me to restart so I would restart. It would restart fine and when I would get into windows i wouldnt be able to use my mouse or keyboard. It was like it wasnt registering it again. So I would restart it with the restart button and it would load up and the keyboard and mouse now register. I have to restart 2 times before it works.

What is going on here?
 
PS2 or USB.
If USB is the support enabled in the bios so its detected on bootup.
