I have a HIS x850XT PE and lately I have been getting messages that it was getting too hot. Well I opened up my case to do some cleaning and discovered that a cable had stopped the x850 fan. It will spin now, but could it have damaged it? The card itself is fine, but I don't want the fan to create further problems.

The fan is fine. Modern brushless DC fans are designed not to burn themselves out if something blocks them.
