NORCO RPC-4020 Backplane problems

Hey everyone. I'm trying to install my new WHS on my NORCO RPC-4020 case and the backplane doesn't seem to work. When I plug my sata drives directly on the motherboard everything works fine but when I connect the sata cables to the backplanes and the drives in the plane it doesn't work.

I only have 4 sata port right now (the sata cards are in the mail and lagging) so is that an issue? Do I need to plug the 20 sata cables for it to work? Is there an order for the sata ports? Lets say I plug 1 HD on the top left and on the first port to the left (me facing the case) would that be supposed to be the one plug I need to connect?

I know this might seem newbieish but I have no idea why it doesn't work I thought it would be standard plug and play thing....

anyone who has that case that can help me out?
