Noob question about PSU sleeving.

Will it short out the mainboard at all if I ran it underneath of the board?

No. PSU sleeving is made out of plastic, which is an insulator. There's no risk of short-circuiting so long as you make sure that none of the solder points under the mobo cut through the wire insulation and impact the wire core.
