Noob PSU question

I just ordered an Antec Case+PSU (450W of their silent type) combo from Newegg for my brother and hooked the thing up. When I press power, the fans give a very minor jolt and everything is still. Am I correct in assuming I got a bad power supply? I sure hope not because I drove 450 miles just to setup this computer for him.
 
Lots of things could cause this, so It's difficult to say. It could be a short- mainboard, etc. touching the case or some other piece of metal. I've also seen bad mainboards do this. Another possibility is the PSU could be overloaded if you're cramming a lot of stuff in there. A well behaved one should shut itself down in an overload situation. What are the system specs & what model # is the PSU? Mainboard, GPU, CPU, etc.
Have you tried it with a minimum of equipment plugged it? Ie- mobo, proc, ram, graphics card unless it has onboard. No need for drives or any expansion cards at first- you're just trying to get it to post so you can figure out what else is wrong. Getting it to bitch about not having a boot device is a victory. You could also try a minimal setup without the case.
