Non-Variable Pumps and undervolt?

Can non-variable pumps be undervolted with something like a zalman fanmate to run slower or do they draw too much current..? Im looking at the Switftech MCP655.
 
MCP655 will run between 9 and 15v I believe... But you need a controller capable of sinking at least 20w... Like the Sunbeam Rheobus... Not the Zalman Fanmate...
 
If you're doing it for cost savings, then just get the vari. I like the controller idea since youd be able to do it on the fly.

I have all my fans on it so I can increase my dissipation, would be nice to throw in the pump speed.
 
I use a single old skool rheostat to control my Laing DDC+ (as opposed to a PWM that you might find in modern fan controllers). This means that it simply converts the 'lost' power into heat

It's an old fashioned looking knob that I've screwed into the back of my case so it sinks it's heat into my case. Works quite well.

The only problem is startup voltage. My Laing won't startup below 10v so that's where I have to leave it. It'll run at about 6v no problems though once started.
