HardForum has thousands of users with the vast majority of them active in some form of IT professional careers. I think a certification forum would be quite useful for discussing the various exams, helping people out with questions, and creating study groups.
 
I wouldn't mind this since a ton of questions come into the Networking and Virtualization forums specifically asking about certs or general education.
