New IE window open after computer awakens from screen saver?

Hey guys,

I'm not sure if this is possible at all, but I wanted to ask the experts in here.

So at work we have some computers that are used as "research" stations, where all that users can do is browse the internet. I was wondering if it's possible when the user moves the mouse and awakens the computer from screen saver for a new IE window to open up automatically. I was wondering if there's a batch file that could be created or maybe an application that would help me enable this option.
