New build problems, scratching my head.

I hooked everything up and touch the jumper that turns it on, it powered on. Shortly after it just powers off and the fans stop spinning. Few seconds later it turns back on, rinse and repeat. On and off, no post.

Everything is brand new. Not real sure what the culprit is:| Was thinking motherboard but really would like help figuring it out so I can hurry and replace the part.

Alright guys, time for an update. Such a headache this rig has been. I got the RMA mobo in. Everything ran fine and reinstalled windows. Left it off over the weekend and went to turn it on earlier this week and it started doing the power boot loop just like on the first motherboard. I did some research and it's a common problem.

So I've since ordered a completely different brand mobo(asrock) and a waiting for it to arrive. I went ahead and ordered ram and a CPU to so I can determine and make sure it's the mobo.

Here's a concern of mine. I took everything apart and when I went to remove the CPU I noticed a few pins on the mobo were bent just like the first motherboard. I was really careful putting the CPU in the socket and was surprised they were bent. Been building for 10 years now so I don't think it was due to negligence. I did, however, look at the bottom of the CPU and noticed a small discoloring on it. Took a pic with my iphone so I apologize for the quality but is this something to be concerned about?

I'm sick of RMA'ing stuff. Already sent the g skill ram I had in thinking it was the ram. Just ready to get this rig stable so I can stop pulling my hair.
 
Do the bent pins on the mobo align with the discolored area on the CPU itself?
