Looking for some software i can run on a pc, that will test things like, host files, dns, ip addy's, device settings etc etc... to see if it can pinpoint what is keeping the NIC from accessing the internet.
 
tell us a bit about the physical set up. Diagnostic software may not be necessary. Elaborate on the details please. I've never used software to figure out why a NIC won't get net. XP is pretty much a dns client using a host file located at windows\system32\drivers\etc\hosts. The command prompt using "ipconfig /all" will get you IP and network interface info. If NIC drivers are valid and the card actually works, it should connect by default. If your behind a router then a 169.xxx.xxx.xxx indicates you have not reached a dhcp server and dont have IP addy, gateway, or dns servers, hence no net.
