NEOPower Cold Boot Problem

EP-MGF6100-M and Antec NEOPower 430W....are they incompatible?

Just built another machine, specs are as follows:

EP-MGF6100-M (AM2)
Athlon X2 4200+
BFG 7900GT
2x1GB Corsair XMS2
80GB and 250 GB Western Digital Hard Drives
Lite-on DVD burner
2x Silverstone 120mm fans

The system will not power up when all are connected. I have the 2 hd's on a rail, the video card on a rail, and the cd drive w/ fans on another rail. It will power up when the fans and cd drives are not connected after a couple of tries, but after I turn it off, it has trouble turning back on again. I also unplugged everything except the 24pin and the 4pin from the motherboard only to run into the same booting problem. So I am thinking they are either incompatible (the mobo and psu) or the psu just might be bad....

All help is appreciated :(
