I'm looking for a 60mm fan to upgrade my HSF fan. but the specs on my 60mm fan are 60x60x15, and most 60mm fans I found were 60x60x25, any reason they wouldnt fit?.

Or, is the last number the height, like l/w/h?.

yes, the last number is height, or thickness of the fan. How does the fan attach? What heatsink is it? If it just screws on, you may need longer screws. If it has some special clamping mechanism, it may not fit at all.
 
It's the stock AMD HSF (This exact one)

The fan blows 22CFM at 50+db so im just looking for a 60mm that blows slightly more air 25CFM or higher and one that is much quieter or under 45db.

My temps are:
38c Idle
54c Load
 
That should work without a problem. You should take those screws out and see if they are long enough to accomodate that extra 1cm of fan height. If not, you'll just have to get some new ones. Also, is that fan base attached to the fan? It probably isn't necessary and could be removed, but you should take it off and make sure that a new fan can be attached to the heatsink without the base.
 
I've seen plastic clips that screw in/clip onto the stock HS like that and allow for a slightly larger fan 70mm. I've got some if you'd be interested in em. They came in my setup when I purchased it with a 70ish mm cooler master fan.

Also, you might want to possibly consider an upgrade in your cooling, mainly since 54C is high for load temps (Athlons can do up to 65C if I remember correctly.. but you don't want them to).
