My dad just had his p4 dell die and I figured I'd get him something more current, he doesn't do much more than browse the internet and watch movies. Any help is much appreciated!

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Web browsing, watching videos, no gaming.
2) What's your budget? Are tax and shipping included?
~$250 shipped
3) Where do you live?
Seattle, WA
4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.
Case, PSU, Mobo, CPU, Hard Drive, Video (onboard is fine), RAM
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Nothing from the old one, just peripherals.
6) Will you be overclocking?
No
7) What size monitor do you have and/or plan to have?
Have already, 19" crt i believe.
8) When do you plan on building/buying the PC?
Within the next week or so.
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.
Nothing Specific
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? 32bit or 64bit?
Yes, 32 bit XP.

What is your HARD disk Capacity?

His current is 80gb and not full. I did some looking around and I've got an extra dvd drive. Already have an unused xp key, shouldn't need to buy a premade. I did some looking around and found this stuff for $237.32 shipped (look good/any suggestions?):

Case/PSU: http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.322046
CPU/Mobo: http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.334557
RAM: http://www.newegg.com/Product/Product.aspx?Item=N82E16820211066

If you have a Dell the bad news is that your XP may refuse to install on anything but a Dell if it came with the PC.
