I just purchased that, and performed the Asrock 939dual vcore mod.

The pen says it takes 5 minutes to dry, which it has, but it also takes a "few hours to reach full electric conductivity".

Should I wait a few hours, or is it OK to turn the system on?

Wait the few hours ( I would suggest maybe 2 hrs minimum) also lets hope the stuff isn't effected by heat as its going to be near the CPU!

It says it cures faster with heat, and I left a table lamp sitting right over it.
