Basically need a machine to match 3 things

consume less than 20 watts as a general torrent box
cheap ~100
somewhat decent on the cpu end.

microbtx would be a plus, but not essential.

so basically im looking for the equivilant of that extinct 1ghz cacheless celeron-m board that only ate 12w.

I doubt you'll be able to get anything for ~ $100. Most CPUs consume more than 20 Watts, let alone a whole machine. The new Intel ULV U2500 might be the way to go. It is spec'd at 9W. You might also want to consider a mini-itx system. The VIA EPIA platforms dominates in this arena.
