NB temps limiting oc??

Here are my specs so far

MSI Neo2 Plat
A64 3000 Venice
512mb Corsair platinum 3200

Now my cpu temps are around 31idle/39load. I can't seem to break over 15mhz over 200mhz on the memory no matter what voltage settings I use or if I loosen timings. Is it maybe because the chipset is a toasty 54C?? It was 60C I did the cheap mod of adding AS3 and dropped temps 6C.

that reading is sys temp right? my MIS neo is 32c but with a custom NB cooling hsf.. i think the sys temps were the same before the new hsf also, or is sys temp a mobo temp reading?

I have 4 temp readings. System temp which reads 19C, CPU which varies between 29-39, hdd temp which is sitting at 36, and last temp is 56C which has to be chipset temp... Only thing left the mobo is reading. Can't be gpu cuz riva reads gpu temps at 36C
