THis is the only real drawback i see about getting a 17inch lcd.

In games 1280x1024 will look leaps better then it will at 1024x768, but then again, that means that you have to run your game at that high of a resolution which requires a faster video card.

If you were to run the game at 1024x768 you would get bluring, where the monitor tries to fill in pixels with overflow data from the surrounding pixels to fill in the screen.

Question is this. Is there anyway to emulate what a CRT does on an LCD meaning can i create scanlines in an LCD so that image does does not get distored?
 
No, a fixed pixel resolution is a defining trait of all flat panels. Its one of the prices you pay.
 
newer LCDs are being made with built in scaling options. Unfortunately there is no way to manually do what you are suggesting, all that you can do is buy a monitor which has a built in zoon function to eliminate this problem (my 2001FP works beautifully at scalling to other resolutions)
