I would like to get input on the following.

I'm looking to put together a new mini computer that doesn't make a lot of heat of noise. Also if I can keep costs at/under 500 dollars, but use quality parts that would be a bonus.

I'm not sure on most of these parts with the exception of the case and mobo. I don't think I'll overclock, but if for a few bucks more I can stay in my price range of 500 total I'd change a part out. I've got a modular PSU and DVD drive I can harvest to stay in range I just need to buy a non modular (cheap/good) and a cheap DVD-RW drive to replace it. I also have a Western Digital 3.5" 7200 SATA drive I'll use for it.
 
The E5200 is a good CPU. Its fast and runs nice and cool. They're usually very overclockable if you ever want to.

Blu Ray is up to you. I grabbed an LG Blu Ray/HD DVD reader + DVD Burner + Lightscribe combo drive on sale at Newegg for $100 a few months ago. It might be better to wait for prices to drop some more.
 
Is the stock fan that comes with the retail E5200 low profile enough to fit in this case? or does anyone have a good recommendation for a good cooler in this situation? looking for something quite and cheap, but good quality.

Looks like it would fit fine, the stock E5200 heatsink very short.
 
Update on my computer.

I wanted some advise to find out what cooler would fit AND be very quiet in this case?

I don't overclock. I just want something really quiet or silent as possible . And if possible not spend very much.

Currently I have just the stock Intel fan in there and it seems to buzz/whine a bit.

I ended up putting the following together.

I've found this computer to be excellent in comparison to my previous computer which is the following

P4 3.2Ghz Rev C
Intel 875 Black Mobo
3GB PC3200
2x 120GB WD 8mb 7200RPM PATA (RAID)
BFG 7800GT 256MB AGP
NEC DVD/RW
LianLi PC-60 (still needs blow hole)
ubuntu 9.04 32bit

That old computer did everything I threw at it... it just made lots of heat... it is amazing what you can do now with very little power draw. I'm not sure the graphics cards equate between these systems but my new one seems very responsive. (I don't play games on these systems)

The only things that I want to look forward to improving in the future on this system are a quieter fan, BlueRay?, TV recording card?, and maybe a smaller PSU that allows for a better CPU fan.

This case that I used does not allow you to put in a mid to high-end graphics card so be aware that other cases might be a better option if you intend on using this for a gaming system. Also, as everyone has stated before me, make sure you plan on putting the system together in a particular order and you know where everything is going to go. There isn't much room for movement. You could probably gain for freedom with this case if you use a mini-itx powersupply of some sort. I'd also like to add a 120 fan to the front at some point to help keep it cool.
