If I bought some of those "purple people eaters", the dual pack 1GB of the mushkin PC-4000, and I underclocked it, could I get timings like 2-2-2-5 at PC-3200???

if it is like the majority of the PC4000 your answer would be no.
but my corsair XMS 4000 pro will do 184mhz cas2 fine...cant go above that CPU craps out :(

I find that with my kingston I can't do anything lower than spd, for example cas 2 at 166 mhz, cas 3 at 200, etc.

interesting becuase I have kingston ram and I have it running at cas2(spd is 2.5), and the lowest settings my mobo supports which is 2-3-2-6(did I miss a 2 in there? never can remember those damned timings), and it runs just fine. + overclocked to mobo limit.
