Multiplier Jumping Around

My multiplier keeps jumping around on my Intel Q9300. I know there is a setting in the bios to lock the multiplier but what is the option called? I know it was the cool & quit option on AMD.

I have an Asus Rampage board and am running Vista Ultimate. Thanks for any help guys.
 
The options should be called EIST (Enhanced Intel SpeedsTep) and C1E. Disable those two and your CPU will stay locked at its maximum speed. However, you may want to leave it as-is anyway, since it'll save you a bit of power.

QFT on that - disable those if you want to be at full speed all the time - you board reduces the multi in an effort ot conserve power but it will ramp up when it deems you need that extra horse power

most general users won't need to change it but i see you're using an Asus Rampage so I'm hoping your a bit of an OC'er with that ;) so play around and see what ya like
