Multiple Cd Rom drive Detection Problem

After I had finished building my computer and POSTED it, i noticed that my computer only detects one cd rom drive at a time. I had put in all the jumperes and cables correctly and both of the cd rom drives have power. When I have my primary and secondary drives both connected, the copmuter only detects the Primary and when I take off the IDE connector from the Primary, it can detect the Secondary. When I place back the Primary cd rom drive, the Bios shows the Primary Drive but none under Secondary. I have tried different IDE cables and switching the jumper modes to cable select. Any help would be appreciated.
