Question regarding inter-vlan Wake-On-Lan. So based on some limited research and prior knowledge, in order to get WOL to work across vlans Multicast must be enabled. Can someone confirm? Also, does the source vlan of the magic packet also require multicast to be enabled? Thanks in advance.

well, while i don't know much about Wake-On-Lan, I do know that a router will not forward a multicast packet from one vlan/network to another unless you enable PIM. My guess is that this is a home network, and chances of your router supporting PIM is very unlikely. If that is the case, you need to put the two devices in the same vlan for it to work (assuming it does, in fact, use multicast).
