MSI 7970 Lightning BE keeps crashing

So I'm under the impression I was sold a defective card on eBay but it could be an issue I don't know about. I was going to use this in a crossfire setup but even alone ATI drivers are crashing constantly(crashed under PCI Render test in GPU-Z, CS:GO, Starcraft 2). It looks permanently clocked at 1150/1500 which is the boost clock as far as I know. All my other 280x and 7970s are running fine. The vbios looks to be stock. Using 14.7 drivers. Any help would be appreciated.
 
I've had two of these cards, and the only reason I can imagine the cards are stuck at those clocks if it was bios modded to keep it there. Head to techpowerup and grab their stock bios for that card and see if that makes a change to at least idle/3D clocks.
 
vbios wasn't the problem. Either way I'm going to have to pay to ship it to someone so might as well ship it to MSI for an RMA than return it. I appreciate the suggestion though.
