everytime my computer works my mouse lags

for example when im opening a program or just crusing the internet and my cpu is being hogged my mouse sortof hangs and moves very slowly. i think this could be a software problem, like not giving enough resources to the mouse driver???? :confused: , but what could this be?
 
Is the mouse wireless or something?

Mouse Type and/or comp specs might help others help you.
