Mounting pressure differences

I've always tightened my 2 springs on my TDX all the way down as far as it will go. But what differences are there between different mounting pressures? Doesn't the water block touch the core no matter the pressure assuming that it's tight enough so that it keeps contact? Is there a difference in temperature for different mounting pressures?
 
don't fix them to tight because this could happen.
You hold the card in front of you, like in the picture.
Tighten the srews untill you see it wants to bend,then stop and perhaps losen a bit.
