I was wondering, whats the most silent Power Suppy around 350-400 watt that is QUIET. almost NO SOUND whatsoever?

Maybe OC in mind, but if there is the most quiet one in the world, I'd gladly just put more money in the chip later on.

My current PC sounds like a fan. I bought a 10 dollar PSU. and its so noisy.

Yes. 0dba would be quite hard unless somehow you can have a blackhole of some sort...

Just a question though, how loud is 12dba?

12dba is inaudible.

zalman makes one.i have a true conrol550. it's QUIET. I have only one case fan due to the watercooling and i can't hear the PSU at all when i use the built in fan controller to turn it down. it's great.

Well... spending that much is way out of my league for a PSU. I have an Antec Truepower 480. After removing the stock fans and putting in (1) panaflo L1A 80mm.... it is silent. I can't hear it with my head 6" away.
