Monitor question

First off, I want to say that I'm so glad that I'm not the only person who's left using Windows ME, Hell is a very lonely place.

Anyway, I always was under the impression that the refresh rate is based solely on the monitor, you can't exactly do it via hardware, just have to buy a better monitor. Since you said refresh rate, I'm assuming you're using CRT.
