Hole saw for your fan holes.
Dremel for weird shaped cuts
Jigsaw + high FPI blade for straight cuts
Drill for... Well, yknow...
Metal file set
Urrrrm....
Sand paper if you plan on painting, with a sanding block
Some clamps if you're doing any really precise work
Bondo and JB weld to fix those *mistakes*
That should do it really.

every man should own a dremel its the most handy tool around.
in your case, if you wanted to make a hole then i suggest using a drill and a saw hole (which makes perfect circles). make sure your drill has variable speeds.
if you want to cut the hole by hand with a dremel you'll get jagged edges but thats okay because you can always add a c-strip molding along the edges to make them look neat.
