Missing wire from new PSU....

Ive been having problems with my cousins computer with not posting or beeping whatsoever. I stripped it down to the CPU/HSF and still doesnt beep. Im thinking, theres a missing wire on the 20 pin PSU. Its pin #18, and is the -5vdc wire, which is the white wire and this psu has no white wire. So is this is what is causing this or no?
 
All -5vdc is used for is ISA slots, so it shouldn't be the problem.
That is, unless his still has ISA slots.
 
and its been eliminated altogether from the latest spec (ATX12V v2.0)
