midi control program (trim/convert) ?

is there a program out there that will allow me to trim .midi files (say from 3 minutes to about 30 seconds) ?

also, is there a program that will make a midi file smaller by deteriorating the quality a bit? i have a 122k midi file that i need to make about 20-30k so i can upload it to my phone

you can't lower the quality of MIDI.

It's just note information. (You can remove some unneccesary melody tracks, controller info, patch info, etc.)

As for trimming, you'd need sequencer software of some sort.

I'm not sure of any free ones.
