I've gotten a case before where many of the wires were wrapped around a metal ring. Is this an anti-noise feature? Is it protect the wires from transmitting or receiving?

Anyway, I have a new case, and the ring was by itself. Any suggestions at to which wires to wrap around it?

That is a ferrite core that you use to reduce intermittent noise.
 
It's a toroid magnet which is used to filter out electrical noise. However, it is completely useless to the wires in your case, so you don't need to bother with it. Just throw it into your parts bin or get rid of it altogether.
