Can someone suggest me a medium end gaming build, to game @ 1080P resolution?

1) How much am I willing to spend? Upto 850$
2) Where do I live? Arizona
3) Specific requirement? Gaming

If I knew better, then I would not post here. Its my friends requirement. He is even open for AMD. His requirement is gaming at 1080P but he should be able to play today's generation games at that resolution.

He has rephrased his requirements

1) Budget? 850-1000$
2) Where does he live? Arizona

4) Will he use PC for photoshop and other multimedia purpose? Seldom
5) Will he overclock? Yes
6) What is the max resolution he wants to game? 1920 X 1080 resolution
7) Do he already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit? yes, have windows 7 64 bit

He has Windows 7 home 64-bit.
He wants to utilize overclocking for gaming.

He doersn't have a monitor, he will most likely purchase some 22 inch inexpensive 1080P monitor
 
Overclocking the CPU barely make a difference in games once you're at or above a baseline (ie. recent gen i5).

Is the monitor included in the budget? if it is, it could be a squeeze if he hopes to play those games and upcoming ones at max settings.

Minimum recommendations from me:

vga - GTX 770 or R9 290 ($350+)

cpu - i5 4670k ($200+)

mobo - any Z87 or Z97 around the $140 mark from the major manufacturers (Z97 is kind of a mess imo, which is why I still recommend Z87)

ram - 4x4GB or 2x8GB since Home is limited to 16GB, whatever is cheapest, 1600MHz CL8 or CL9 1.5V or less

ssd - 256gb samsung 840 evo or crucial m550, should be <$150

psu - subjective, all you need is 500W, but a quality one will have higher capacity and cost around $100. ie. Rosewill Fortress 550

hsf - going to need one for overclocking. start with the cooler master hyper 212 evo for your budget.

Add a case and we should be around $1000 now.

Thank you. I think in PSU any Corsair 650W should suit and in Case a good Corsair carbide series case should work?
