I've read the faq on how to read Voltage on the PSU but dont know if theres anything on reading the A's on a PSU?

I hear the true value on it SHOULD be 28A but Fortron claims 18A or something on 12V rails and I assume this is after adjusting pots?

Do I just set it to DCA rather than DCV? 200?
 
amps = watts divided by voltage

so to measure it you would need to place an ammeter inbetween each and every component your powering on the rail you want to measure,
and power enough components to actually max out the PSU and then add them together :p
 
X-Bit Labs did a limited test of current draw in a selection of videocards. You know the tests I'm talking about, Ice Czar.

As for a complete DC current measurement system in a computer, that would be a difficult but rewarding venture. The trouble with measuring current is that the ammeter goes in series with the component you are measuring current from. That presents some challenges because you have to somehow place the ammeter between the component and its connector, which requires some fabrication on your own. It's tough because connectors are designed to fit tightly together, with nothing between mating surfaces.

Measuring total current draw from the AC outlet is much easier. There are many commercially available power meters that you can use. Assuming the meter is giving RMS power values, you would then simply divide power by voltage, and you would get current draw.
