low cpu voltage

I have a p4 3.0ghz northwood, with intel 865gbfl motherboard, that has been very unstable, and the only thing ive noticed is that the cpu core voltage is at a fairly constant 1.46-1.49, when it should be around 1.55, would this be causing the instability? and would that be a mb or a psu problem?

my psu rails are really good, its a 431w enermax. ive run memtest and it comes out clear.
 
The voltage sensors on motherboards aren't always very accurate. So take any readings you get with a grain of salt. I'm not familiar with the Intel BIOS, but there may be a way to adjust your core voltage with them. Low CPU voltage could indeed be the problem.
 
unfortunately the bios on this intel board has very few settings. there isnt a way to adjust the vcore
