I bought an ATI x1950 (or something like that) a year or so ago. Games were crashing within the first few minutes and I figured out it was heat related. Turns out the fan wasn't even really spinning. I installed ATI Tool and the problem went away.

Can someone explain why this is the case?

- Why, out of the box, does the card's fan not spin faster when it gets hotter and why does it need a 3rd part tool to do something it should already be able to handle on it's own?

- What is ATI's official way to handle this situation? I couldn't find anything about fan speed control in that Catalyst crap, and all the links from Google recommended ATI Tool.

- Is there a way to save a default fan speed to the card. ie. to have it always run at 50% unless software tells it otherwise (as opposed to always run at 5% unless otherwise)?

No idea. ATI is not the only company whose cards are stupid like this. Nvidia has released a lot of cards that can't keep up with the heat and it's frickin annoying.

Don't know. I think if they find the card is artifacting or crashing under stock settings, they will recommend that you send it back to manufacturer. A lot of times they come out with updated BIOSes that have better fan speed control. You could do this yourself, if you find the BIOS files and the flash tool.

Yes, set the speed using Rivatuner and check the box for "apply these settings at startup." Works like a charm for me :)
