looking for a Silent case and setup

Hate to say it, but, new case. Quiet 80mm fans mean very little airflow. They have to be some real screamers to keep air moving, or there has to be a ton of them. Get something like the Antec P182 that uses all 120mm fans and sound-insulated panels or one of the various CoolerMaster cases (the 690 is very popular, and not too expensive either) that use all 120mm fans. ...or buy a new CPU that doesn't put off so much heat. I'm fairly sure Pentium D's are S775 and your current motherboard may support Core 2 Duo chips with a BIOS update, so buying a E4400 for $125 and running a mild OC would be faster than your current chip as well as using less power and producing less heat. If you really love your current case the new CPU is probably the way to go, along with, potentially, a new PSU which should be significantly quieter than the TurboCool. You could also open the TurboCool and replace its fan, but that would obviously void the warranty and involves an element of risk, due to some fairly large capacitors inside PSUs.
 
Simple. The Ninja has lower thermal resistance. Heat gets wicked out of the processor faster... which results in much more heat in the case, which is not prepared to deal with that much heat. Heat builds up. Bad things happen.
 
Well, if you can wait the P182 (or the P180, which are all newer revisions anymore that are pretty much exactly like P182s inside and out) is on sale pretty regularly for $80-90 AR on Newegg and similar. In fact, Newegg has the P180 silver and P180 black for $130 (+$20 S/H) which would still be lower than what you're paying from Amazon. If you like the gunmetal color on the 182 Amazon is $10 cheaper after including shipping, though.

EDIT: ZipZoomFly.com has the P180 black for $130 with free shipping and a $30 mail in rebate, so $100 after rebate. The P180 silver (non-SE, not super bling version) is $140 with a $30 mail in rebate and free shipping, so $110 after rebate. Rebates expire 10/01. They also have the P182 gunmetal gray for $150 with free shipping, but unfortunately it's out of stock. I can't promise that these are the revised versions, so cable routing might be a bit more difficult, but at the same time I seriously doubt there are many, if any, original revision P180s left out there.

I think you might not have made a good interface between cpu and Ninja. I recall from reading you had to jimmy the bugger around a bit. If you set the cooler in the AS and then pull it up you really ought to redo it (meaning clean it with the AS solvents and start over). You also want to set the AS differently for dual core verses single core. A "BB" sized amount as you described is not what you need. AS specifies a thin line that crosses through both cores:

You might not have enough AS conducting heat away. Obversely- If its too thick it becomes an insulator and not a conductor.

I have a C2D E6600 with a Scythe and routinely turn off the fan (with Speed Fan). I keep puter on a thrid floor converted attic (it gets hot) . I can run pc with no fan or AC and on hot days my cpu temps never gone over mid 40's (usually in 30's - 20's in winter). In fact I dont even worry about cpu temps anymore and find its the HDD temps I need to watch. I took out all but one case fan in my Lain Li 6077b (not a special case by any means). I even plugged up the blow hole on top. The only case fan I use is a 17.0 db Scythe fan for the hard drive cage and that moves only 16.2 CFM.

I only tell you these things because I don't think its your case and all but your AS install.

That Pentium D is a killer too. It has 2x the watt usage as the C2D. If I was going to dump something that would be it (even though it is selling for like over $400 now lol)
