So a friend of mine is looking for a new Motherboard and Processor and wants it to be AMD. His budget is $300 but it's okay if tax and shipping causes it to go over.

The simple answer would be something along the lines of:

PC Hound Part List

CPU: AMD FX-8350 Black Edition ($164.37 @ Amazon)
Motherboard: GIGABYTE GA-990FXA-UD3 ($99.99 @ Amazon)
Total: $264.36
Price may include shipping, rebates, promotions, and tax

But simply listing the above processor and motherboard doesn't help us forum regulars understand your friend's needs. For example:

- What is he doing with this setup?
- Does he have any older parts that could be replaced around the same time?
- Does he live near a Micro Center store where he could find better bundle deals than online?
- Does he have to stick with AMD?

Your answers to questions like the above (and many more) influence many of our recommendations. The above parts should be fine, but they may not be the best parts for your friend's needs.

Does he have a Microcenter near him? You could get an unlocked i5 and motherboard for $300 I bet, and would perform better, or stick with AMD and get $40 off the motherboard.

amd's next gen fx cpus built on the zen architecture are expected fall 2016. if your friend wants amd now he won't have to spend $300 to get a strong computing platform. aside from use questions, any apprehension regarding overclocking needs to be stated.

all 125w to 140w fx 8-cores are generally of the same quality with shipped clock speed being the only difference.

fx 9370/9590 8-cores are binned and may be better at-the-limit overclockers.

amd 95w e-series 8-cores seem to have a lower bleeding edge oc ceiling than the non-e chips but require less extravagant cooling to reach 4.5-4.8ghz overclocks. the available e-series chips are: fx 8300 (oem), fx 8310 (oem), fx 8320e (retail), and fx 8370e (retail).

for a price conscious user unopposed to overclocking and not wanting multi gpu: fx 8300 + gigabyte 970 ud3p + cooler master seidon. under $300 total.

..or just get a new (Intel based desktop) from the Dell / Lenovo outlets.
