LCD latency cap?

I remember reading some months back about a hard cap on LCD latency, something like 12ms or 16ms and that anything under that is marketing? Or possibly dealing with 8 bit panels allowing for lower latency timings, sound familiar to anyone? I know this is quite vague, hopefully someone can shed some light on it though.
 
I haven't heard of a cap, though you do have to be careful when reading marketing material. Seems that measuring response times is a bit of a black art, heh. So, they can advertise grey to grey times, maximum times, minimum times, etc. I think most manufacturers will publish how they measure, i'd be wary of one that doesn't.
